I missed the original question, but ProLines are PC Pursuitable whenever they
are located in cities that PCP serves. That's all it takes. Pro-Harold is
PCPable, but the only thing I did to make that possible was pick a good city
in which to live (San Diego, CA). PCP did everything else.
