You can pull the caps off without worry (be sure to pull straight up),
but you should be able to work the keys up and down even without
pulling the caps off.  What does it sound/feel like when you pull a
key up?  Anything unusual?

I've used TV tuner cleaner on mechanical keyboards (combination
cleaner and lube in a spray can) but it's kind of messy.  More often
than not, just working the keys up and down gets them back into
shape.  It's unusual for keys of this type to stay down... was
something sitting on them the whole time in the cupboard?
