Let me amend my statement a little...while it's not *generally* reentrant,
Macintosh System 7 (or 6+MultiFinder) is reentrant in carefully controlled
ways.

Activity actually does -not- stop behind a modal dialog.  True, the user
is not allowed to bring a different application to the front before
dismissing the dialog, but the other apps continue to get background
time.
