If such an agreement existed, it was probably Laser who botched the deal. 
Laser (or V-Tech, or Central Point (at one time) ) has never been a very well
run organization.  CFC Technology Services, a major distributor of Laser
products, described Laser as having a track record of "abrupt discontinuance
of products lines and on and off product decisions."

I remember seeing a GS-clone prototype at one of the AppleFests (either
Boston or New Jersey) from Laser.
