Not necessarily.  GS/OS will cache all directory blocks.  Data blocks
are only cached if the GS/OS Read call specifies a cachePriority of 1.

Some devices are never cached (e.g. 5.25" drives).  The device driver
implements the caching, but it is requested by the application (for
data blocks).
