The IIGS only has one SHR page. You can sort of program as if you had two pages
by turning shadowing off, writing to $012000, turning shadowing back on, and re-
writing to $012000 in a quicker way, but this is far more complicated than just
hitting a softswitch like you can to instantly switch hi-res pages.
