The original utility was MUFFIN (BMUFFIN?), with the same style of
interface as FID.   It came with the Apple ][+ System disk, I believe.

Perhaps easier to find, some (all?) versions of Copy II Plus
understand 13 sector disks ( I *think*).  It's been awhile since I've
had to convert 13 -> 16...
