Help: Old ][e having trouble cold booting.

I've got an Apple ][e that's about twelve years old. The machine's
never needed repair and has been used quite steadily.
The problem occurs when I try to cold boot the machine after it's
been sitting off for about six hours (over night). Everything's plugged
into a power strip and when I hit the main switch everything (monitor and
fan) come on, except for the computer itself. If I wait a moment and
then flip the power switch 'off' then 'on', the computer will boot
properly.
Last time I had this sort of problem it was due to having four disk
drives plugged in at once and the power supply not being able to handle
the load. Currently I have only two drives plugged in and have had so
for almost the life of the computer.
I've got three surge protectors, although I've never noticed them
do thier job. The main one is supposed to not allow current through
if it gets tripped, so my problems aren't caused by that one. Of the
other two, one is built into the Apple fan and the other is in the
power strip.
So, does it sound like my problem is that my power supply is getting
worn out? If so, does anyone have the address to a company or have a
brand name of a power supply that could reliably replace the one in
my ][e? If it makes any difference I believe I've got a revision B
motherboard.
