Finder puts up that dialog for lots of reasons:
o If the Finder can't allocate enough zero-page space for its tools and
private zero pages.
o If the Finder couldn't allocate enough memory for its internal icon
manager.
o If the Finder's resource fork can't be opened.
o If Startup tools fails for any reason other than System 6 was required.
o If the Finder can't allocate the 24k and 16k blocks it needs for its
Out-Of-Memory (OOM) queue.
I had planned to put more descriptive messages into the Finder for each
possible situation, but we ran out of disk space towards the end of System 6.
