Water.  Or water with some dishwashing soap, provided that you rinse
well so not to leave any residue.  Use a fingernail brush and make
sure the card dries off completely before you turn it on.  Anything
without a transformer on it will be fine.  I've cleaned up //e and GS
mobos with the spray nozzle from my garden hose.  Do a light towel dry
to remove drops and hit it with a hair dryer for a minute taking care
not to overheat the board.  Then leave the card out in the sun for a
day or over a register vent (ac or heat) to let any moisture remaining
underneath IC's to evaporate.
