My impression is that there are a number of tools that can do this,
but the only ones I'm aware of are either DOS 3.3 or ProDOS 8 based.
My flash drive doesn't even show up in these environments, only in GS/
OS.

In a new development, I tried using CiderPress on a Windows PC.  I
used a USB CF reader to connect my CF card to the PC, and then I
followed the steps provided in the animated GIF on the CidePress site
to create a bootable ProDOS volume and copy it to a CF card.  By
booting into GS/OS and accessing my flash drive I can confirm that a
valid volume was created, but once again I am unable to boot from it.

(On a side note, CiderPress is one seriously impressive piece of
software.  Andy McFadden is a badass.  So say we all.)
