What I get from that site is that they want to call it NT 7.0 but
because some developer's were messed up by changing the version number
of Vista to NT 6.0 from XP's NT 5.1, they decided to only change it to
NT 6.1 as those developer's didn't have a problem with the change from
2000's NT 5.0 to XP's NT 5.1.

That's got to be one of the dumbest things I've ever heard of.  Just
tell developer's to check for a MINIMUM version number and assume
anything newer will be compatible.  That's the way these things usually
go.
