If you like do-it-yourself and adventure, any of the units built to the Willem design should fill the bill. All I can say is to keep your eyes open. They are not the easiest things in the world to use and may have issues in programming older devices that use 21.5V Vpp.

If you are not the adventurous type and simply want something that works, take a look at Andromeda Research:

The base unit handles all the types of devices you're likely to run into on classic computers.

Advin programmers come up on eBay from time to time, but the company seems utterly worthless in terms of support unless you purchased a new unit from them. I wasted $150 on an Advin based on inaccurate information from their tech support folks.
