I am not quite following your logic.  I have two images created with
Disk Utility, one 32MB, one 40MB.  Get info returns the correct size
(bytes) for both.  32*1024^2=33,554,432 bytes=32MB.
40*1024^2=41,943,040 bytes=40MB.
I do know that a Sweet16 32MB image is slighty smaller (don't have one
created at the moment to check).  I figured that Sweet16 is a block or
two shorter because it is initially created with a ProDOS format and
IIRC that is just shy of the full 32MB.

My 40MB disk works with both Sweet16 and OSX.  The 32MB mounts only in
OSX.  GS/OS can't recognize and asks to reformat.  If I reformat in GS/
OS, OSX can't mount image.  Catch 22.
