Everything I have written for the past twelve years, has been written on
one IIgs emulator or another, so I think that nearly all would qualify.

I would agree with the basic sentiment, but there will always be some
apps or utilties, that may be specific to hardware for the plug in slots
on a real Apple II. Although those can be written on an emulator, they
cannot be run from there.
