I presume this is marketing "licence".
There are 5 main video switches, and 2^5 = 32.

graphics/text = 2
full-screen/mixed = 4
page 1/page 2 = 8
lores/hires = 16
single res (40 cols)/double res (80 cols) = 32

In reality 40/80 doesn't double up like that.
I think it's about 12 modes with 2 pages each = 24.
(Not counting the 2 undocumented modes in Sather.)
