Sounds suspiciously like something is short circuited on the card.  :-
(

I recommend closely examining the card for anything obvious - like a
blob of solder where it shouldn't be, or a bent pin touching something
it shouldn't, the expansion slot connector looks normal and is fitting
into the slot cleanly. Also try disconnecting any drives and removing
all cables from the card to eliminate the possibility that something
is wrong there.

If that doesn't help, I'm sure someone with more hardware knowledge
than I will be able to provide more diagnostic advice.
