Yes, it is overkill but who cares for R&D. :-)
It needs about 50 FFs and a heap of logic which I haven't synthesized
for LUTs.

Verilog, but you can translate in VHDL for half an hour probably.

Your main problem will be the logic levels - Spartan3 is a 3.3V device
and is not 5V tolerant. And there are no level-shifters on the Starter
board.

I'm looking at the Enterpoint 'Drigmorn1' board. 100k or 500k gate FPGA w/ 32 5V bidi I/O pins. Nice!
