Well, if the ISP has shell access, then SLIP and PPP are not required at
all. All you need is a communications program that supports a terminal
type that the shell supports. SLIP and PPP only come into play if you
are trying to make a TCP/IP connection to the internet and that is where
you need either Marinetti or Contiki to get connected.

No, they don't require an accelerator but things run smoother with one.
Back in 1998 when I was beta testing Marinetti, Spectrum, GSoft BASIC
and NiftySpell, I didn't have an accelerator. However, that didn't stop
me from being in chat on Delphi using Spectrum running over a Marinetti
connection at 57,600 bps through my modem to my dial up ISP while
editing a Spectrum script in the Spectrum editor with the !Help! NDA
open for checking the syntax for Spectrum scripting commands and Hermes
NDA open as a scratch pad. :-)
