If the board has both connectors it was a service part- or came with
an upgrade kit.

All service part modules shipped with connectors on them as they
didn't know where the board would be used.

If you bought a new IIgs it did not have connectors, if you got a new
one and it did- it was opened and/or serviced by the dealer
previously, not totally uncommon either- they would do this if they
needed a board for a DOA machine and it was already serialized on an
invoice, especially if it was attached to a school PO already. Swap a
board from a new unit and put a service module into that one when it
arrived, to keep the customer going, happy, whatever.

As for them being ROM 01 or not, that totally depended on the date of
manufacture and they would upgrade the ROM on them internally and fill
out the service paperwork for it as well, getting them selves credit
for performing an upgrade.
