apple pascal can't load?

when i use applewin to emulate apple II machine. i decided to run the
apple pascal, i downloaded it from mirrors.apple2.org.za. it contains
4 disk images. and when i loaded the first disk in applewin and run
it, i only got this error "no file system.file".i googled ,discovered
the apple pascle maybe needed an "apple language system card ",and i
can't find out where to download the rom or disk image.so can anybody
here tell me what i did wrong?
