Yes.

At one time there was a version of C++ that compiled to C. It was a
pretty old version, and was burdened (for my purposes, anyway) by the
onerous GPP license, so I never used it to put C++ on the Apple IIGS.
If you could find that program, you might be able to create a C++ for
the Apple IIGS.
