It's not actually a ROM, but a GAL.  It's a type of programmable logic chip.

The GAL is actually easily replaced.  They still produce new blanks that can 
be purchased for around $4 USD here in the States.  I just happen to have 
the JEDEC file (programming data file) if you need it.  It's also on the Web 
Server here:

Of course you'll need either a Programmer that can program GALs or someone 
who has a Programmer that can program GALs.  You'll then also need the GAL 
which I believe is a GAL16V8.  Any speed will work.

I just happen to be able to sell you a GAL and program it for you too if

comments at check out that I should program the GAL for your GS-RAM III.
