No.  The "Welcome to the IIgs" / "Welcome to the World of GS/OS" intro screens 
are generated by Start.GS.OS, which is what loads the GS/OS kernal and the 
rest of the system files.  You'd have to patch it.

An init early in the boot sequence could shorten the time the welcome
message is displayed but not eliminate it.
