Look on the System 6.0.1 install disks and find one that has a file
called "Start" in the System folder that is only 2 KB in size.  If the
file called "Start" is 183 KB in size, that is the Finder so you don't
want that one.

The "Control Panel" NDA is in one of the System/Desk.Accs folders and
the "SetStart" CDEV is in one of the System/CDEVs folders.
