No. After 1.9 came 2.0.1, 2.0.2 & 2.0.3 (not 100% sure about 2,0,2).
After BASIC.SYSTEM 1.1 came 1.2, 1.3, 1.4 & 1.5.

The ProDOS Technical Notes number 23 (ProDOS versions up to 1.9) and
number 24 (BASIC.SYSTEM up to 1.4.1) are available on the web (eg
http://www.umich.edu/~archive/apple2/technotes/tn/pdos/TN.PDOS.023 ).

Unfortunately the final releases were not so documented.
