It can even be done with one transistor, four resistors and one cap. But the
problem is that I suspect that the arcade monitor expects 0V input to be black
and does no black level clamping. So you're going to run into trouble when
attempting to do capacitive coupling.

If the IIgs RGB outputs are positive-going, black=0v, then DC coupling
should be fine, but you'll need at least two transistors to get a
non-inverting voltage gain.

The DC coupling will require a little attention to bias, since you need
to keep both transistors in their linear range, but no biggie.
