An alternative solution is to keep the "keyboard ROM" in place, but pull the keyboard encoder chip and reprogram the PIC to generate whatever codes are produced by the encoder chip. This would be a single (PIC) chip solution.

Not a bad idea. I designed a replacement encoder board for the Apple II/II+ last year but stayed away from the IIe's because of the matrix keyboard. However, it would be rather easy to do a piggyback board using my AVR controller to handle both keyboards at the same time. I haven't studied the IIe that much but a must assume that chip only controls the matrix keyboard input signals, maybe reset?
