Not a bad idea. I designed a replacement encoder board for the Apple II/II+ 
last year but stayed away from the IIe's because of the matrix keyboard. 
However, it would be rather easy to do a piggyback board using my AVR 
controller to handle both keyboards at the same time. I haven't studied the 
IIe that much but a must assume that chip only controls the matrix keyboard 
input signals, maybe reset?
