I'd believe it as it's likely the drives have been sitting around for a 
while.

Supposedly one of the reason's that drove Jobs and Apple to not include 
a floppy in the iMac was Steve went on a little tour of floppy 
manufacturers looking for a cheap good drive and found that several had 
millions of drives warehoused and that they weren't making any at the 
time. If this is true, they might only run a production line every 
couple of years to fill up the warehouse.
