You are correct, the Apple tech note says the same thing.   My message 
was a bit misleading. However the  firmware card should still work as 
inhibit is only generated when ROM on the Firmware card is being 
addressed, so the effect of the inhibit with the Firmware card should be 
only disabling ROM.  I guess there is a small chance that the circuit is 
different enough on the IIe that video or something else is disturbed, 
but I think that it should work.
