The way to test the ACIA functionality would be to manually program it
and then manually send a sequence of bytes to the Transmit Data
register and watch what (if anything) appears on a connected terminal.
I will see if I can list the bytes you need to send to the 6551 chip.
If this works then it may just be a faulty ROM chip or the decoding
logic.
