Any Apple emulator, of which there are many.  AppleWin is a good

Actually what he's looking for is something like the Semi Virtual
Disk, http://www.thesvd.com/SVD/update.php , which will let you hook
your Apple II up to the PC/Mac and then run the disk image from the PC/
Mac on your real Apple II hardware without having to turn the disk
image into a real disk.
