Get StarCommander. http://sta.c64.org

Get the beta version (the guy who made this believes that only really
really really unbuggy stuff should be non-beta, and even the betas are
very low on bugs you'll actually notice).

The ability to transfer from/to real CBM drives depends on real DOS to
work reliably, but when working with images only StarCommander works
well in a Windows DOS window or in DOSbox. And if you've ever used
Norton Commander or any clone of it you'll know how to use it.
