In order to boot a diskless IIgs over the network from a Mac server, you
need a Mac running the AppleShare server software with the Apple II boot
support installed.
The last version of AppleShare which supported this was AppleShare 3.0,
which requires Mac System 7.0. I doubt it will run on a PowerPC Mac at
all, or with a system as recent as Mac OS 9.1.
It was also possible with AppleShare 2.1, which runs on Mac System 6 and
takes over the entire operation of the Mac.
I've never run this myself and can't point you in the direction of the
server software.
Be warned: it is horribly slow. It is actually faster booting the IIgs
from a 3.5" floppy, but booting from the server has the advantage of a
much larger system volume so you can fit more toolsets, applications,
etc.
