100% positive. Well, shaped to the point of being unusable. They have 
been pulling a lot of funny stuff, but nobody can prove it because it 
would require an internal leak.

Policy of denial. They refuse to acknowledge that anyone is having a 
problem.

I'm probably going to be switching to an unfortunately more expensive 
plan on a different provider soon. Ouch. Broadband has been going 
backwards here for a few years. Getting more expensive and with more 
severe AUPs and download limits.
This is all beside the point though.
