    Okay, I would suggest to have 64 colors on this screen.  A row of 16 
color boxes uses one palette.  You can have four rows on the top.  It will 
show 64 boxes with different 16 colors using 4 palettes.  It brings to a 
total 64 colors on four top rows.  Then Dora in the below of four rows is 
limited to 16 colors.  What happen when you click brown color on the first 
row?  You may notice that Dora's raised hand and face are on the same 
horizontal line.  You use brown color to fill the face.  Then, you choose 
pink color on the second row and fill it on the raised hand.  You may be 
surprised to notice that filled color in the face may change.  It is because 
horizontal line overwrites previous first palette to seocnd palettes when 
horizontal line is always limited to 16 colors.
