In the days of Integer Basic on ROM, the Programmer's Aid #1 was absent from
Integer Basic: that ROM socket was empty.  The Programmer's Aid #1 then had
to be purchased separately, and it included that missing ROM.

When Applesoft was introduced, it used up all of the ROM space (except
the Monitor ROM space), and there was no room for the Mini-Assembler or
the Programmer's Aid #1.  They reappeared with the Language Card and the
Apple Pascal "Basics" disk, and later also with the DOS 3.3 Master Disk.
