It is part of GS/OS itself but are used by FSTs.

Nothing more than knowledge on VCR and FCR, the FST internal call
entry point and the File System to implement.

Latest GS/OS version on System 6.0.1. I have found the calls on a
French disassembly program and the rest of the above information from
my disassembly of the FSTs
