Maybe a ROM issue or a banking issue with the language card? Remember
that ProDOS won't try to initialize Integer BASIC will DOS will.
Is the failure address always E03E? Can you list the assembly code
around that address when the error happens?
Does BASIC work when you don't boot a disk but do simply CTRL-B RETURN
from the monitor at startup?
Does the error happen when you boot a DOS disk that doesn't load
APPLESOFT (i.e. that has an Integer BASIC "HELLO" program?)
