I'm not...given the other reply on this topic, it sounds like something I
should do.  I hadn't done that previously because I've mostly been running
this stuff on a IIe that's not connected to a network (have a workstation
card for it, but I've not gotten it running yet).

Since the same behavior occurs at 2.8 MHz, it could well be a feature of the
IIGS.  It slows down for floppy-disk access, so it makes sense that Apple
would've set it up to slow down on anything timing-critical.  (Reading the
joystick buttons really isn't timing-critical, but reading the joystick
position is...maybe they just decided to lump the two together.)
