I'm not sure if this is of any help, but I find FreePascal to be quite good.
It seems to exist on PC(win32, linux), Mac (Classic and OSX) and various
other platforms.

As for IDEs I wouldn't have a clue. I'm sure there are plenty out there but
I don't really know them.
