In this particular case you could disconnect the yoke harness and then
measure across the capacitor, but usually you can't measure leakage in-
circuit as there are parallel paths for the current.  ESR is a
separate parameter. You could have a leaky cap with ESR in spec. Some
leakage is normal for an electrolytic cap, so  it's usually taken into
account in the design. But as the Effective Series Resistance rises,
it seriously affects the capacitors ability to perform its filtering
function. Ripple voltage will develop across that series resistance.
