Depends on how you want to access it.  Could your design tolerate
treating the entire disk as your own personal playground?  Then you
could just do direct sector reads/writes and pull in 256 bytes at a
time.  It wouldn't exactly be "files" per se...

Any particular reason not to use ProDOS?  Is disk space that tight?
