cc65 uses ANSI syntax, so there's no need muck about with K&R.

By leaving it empty on platforms that don't support application
arguments. On the C= targets you can specify arguments with:

RUN:ARG1 ARG2 ...

when starting from basic.

Yes, it supports Apple II, but I have no idea if argument passing is
implemented.
