DreamHost screw up...

The new site isn't a complete copy of the original -- otherwise the
registration form would work as expected. It's a kludge until the
official site is relocated to a new provider. The problem with
DreamHost was rather sudden.

As to the suggestion of a web form, we're savvy to that but we must
work with our payment processor and the methods they are most
comfortable with. There is also the security of personal information
to account for. If there is a KFest next year, we'll probably offer a
web form by then.
