You don't say how Paypal is 'encouraging' this.

I really doubt if they are.  They seem to be 'allowing' it.

I wouldn't buy from a seller that added complexity to a rather foolproof checkout.
I have bought some stuff off of eBay , that routed me to a checkout system, but in all cases I went to Paypal first then to the checkout site for addressing data, I always look at the links and my software that puts in the email address and password will not work on a site that it was not set to use.
