Does it beep when turned on ?
Does it stop looping while holding down control-reset ?
If it does stop, the CPU/RAM/ROM aren't working properly, but the rest
of the system most likely is.
If it doesn't the CPU don't even gained control of the address/data
buses, meaning something else is wrong, not necessarily the CPU/RAM/
ROM.
Is there any card plugged in ?

The voltages seem to be ok, I think.

The fact that it is running the self-test pretty much exonerates
everything except the keyboard itself.
