The plug-and-play part is easy. You'd either need some form of
convention in either the partition map or filenames of the media, or
some non-volatile memory on the controller card to manage priority.

Going from that to "hot swap" is also quite doable, at least in ProDOS
8. A GS/OS expert would have to comment on the relative complexity of
that, but I'd imagine it's just as easy.
