There should be several.  I know you can change file and aux types using
the Orca command line.  FileATrix might also do this.  I know there is
another one that was quite popular but I can't remember the name of it
right now.  It allowed you to do pretty much everything the Finder did
with a few extras but all in an NDA.

There is a Finder Extra call MoreInfo that was written by Bill Tudor and
I believe was originally released in a collection of System 6 add-ons
called Six Pack.

If you happen to have Kangaroo from Seven Hills Software, it too will
allow you to change file and aux types in the standard file dialogs.

There are probably others as well that I just haven't thought of at the
moment.
