Unfortunately, you can almost bet money that the card has the
stupidest, simplest possible hardware implementation and pushes a
great deal of the workload onto the host - such is the norm in PC
hardware development these days.
Support for these things under Linux is patchy too, primarily due to
lack of vendor cooperation with hardware documentation, and the fact
that half the hardware is in software in the driver, which is
specifically written for Windows.
If would be great if hardware was designed as you suggest, but that
rarely happens anymore, particularly given the relatively short
lifespan modern hardware has.
